I’m Dr. Patrick Cook, founder of Tailor Made Training & Consulting, LLC, and Principal Architect of shamroq.ai—an AI-powered compliance automation platform built to accelerate audit readiness for defense contractors and regulated organizations facing complex requirements like CMMC Level 2, NIST 800-171, and DFARS 252.204-7012.
My journey spans over 30 years across combat military service, academic research, career leadership in industry, and entrepreneurial innovation. I served 12 years, 11 months, and 15 days in the U.S. Army, rising to the rank of Sergeant First Class (E7) as a Senior Fire Control Specialist (MOS 13C402S). During my Gulf War deployment, I supported combat operations by coordinating precision targeting and managing digital fire direction systems. These experiences taught me to lead with clarity under pressure, communicate with tactical precision, and execute missions where failure was not an option.
That same mindset guided my transition into the civilian sector, where I’ve held a range of leadership roles including Senior Principal Software Engineer, Technical Program Manager, and Adjunct Professor of Computer Science. My work has spanned sectors such as aerospace, higher education, and enterprise technology—consistently focused on building scalable systems, aligning stakeholders, and translating complex requirements into executable strategies.
I earned a Ph.D. in Mechanical Engineering from Texas Tech University, where I developed SHAMROQ, a research-driven framework that applies Natural Language Processing (NLP) and legal reasoning to extract structured compliance logic from regulatory texts. My research focused on modeling deontic expressions - obligations, permissions, and prohibitions - within federal regulations using tools like spaCy, LegalRuleML, and OpenAI’s large language models (LLMs).
Today, that research has evolved into shamroq.ai, a commercial AI-powered compliance platform. It blends fine-tuned LLMs, Retrieval-Augmented Generation (RAG), and Agentic AI to automatically detect policy gaps, streamline control mapping, and generate audit-aligned outputs in weeks - not months. We’re focused on eliminating the manual, error-prone processes that delay readiness and drive up consulting costs.
The result? A system that can cut manual compliance effort by up to 80%, reduce assessment timelines from 24 months to as little as 6 weeks, and produce structured, traceable evidence packages aligned with frameworks like CMMC Level 2, NIST 800-171, and DFARS 252.204-7012.

My workshops emphasize practical, plain-English instruction grounded in real-world use cases.
Outside of my professional work, I’m most proud to be a husband and father. My son, Wm. Patrick Cook, is an award-winning young author whose creativity and commitment to storytelling continue to inspire me to build systems that empower (not replace) human imagination. My older son, Patrick, is an entrepreneur in his own right.
I also serve on the Multi-Ethnic Committee (MEC) for the Garland Independent School District, supporting district-wide efforts to advance cultural responsiveness and educational equity. In the broader research community, I serve as Publicity Chair for the International Conference on Software Engineering and Knowledge Engineering (SEKE), where I contribute to advancing global understanding in AI-driven compliance systems and engineering design.
